Dinesh Madan A man From Delhi, Gurugram was Riding A scooter on this Tuesday and while his riding he breaks some rules or traffic rule violation was performed by him and Gurgram traffic Police find him doing this and under New Motor Vehicle Act 2019 or amendment of Motor Vehicle act 1988, and they fined Madan rs 23,000 for violation of vehicle without RC (registration certificate) and also he was Not Wearing the helmet which increases his fine.

But the funniest of Twisted thing in this whole matter is that Dinesh Madan scooter which he was riding is only worth 15,000 which he told traffic police also what as he does rule violation he has to pay off the Fine of Rs. 23,000.
